The Mechanics of a Controversial Approval
The approval centros on Framatome Advanced Nuclear Fuels (ANF), a subsidiary situated in Lingen. For years, the facility focused on producing fuel elements for Western-designed pressurized water reactors. However, eastern European nations—including Slovakia, Hungary, the Czech Republic, and Bulgaria—rely heavily on Russian VVER reactors. Replacing these reactor cores with non-Russian alternatives presents severe technical and regulatory hurdles.
Framatome sought to bridge this gap by partnering with TVEL, the fuel manufacturing arm of Rosatom. The plan required German regulatory clearance because the manufacturing happens on German soil, even though Germany famously shut down its own last remaining nuclear power plants.

For Germany, the decision is politically uncomfortable. Environmental groups and local politicians mounted fierce protests against allowing Russian personnel access to the Lingen facility.
